Texas Boiler Inspection Fees and Late Fees (2026)
A Texas boiler costs $70 for its certificate and $40 or $70 for each inspection. Miss the date and, since 15 June 2026, a daily late fee starts running that can pass $5,000 in three months. Every fee, with the rule it comes from.

The regular fees
All of these are paid by the boiler's owner or operator, under 16 TAC §65.300.
| Fee | Amount |
|---|---|
| Certificate of operation, initial or subsequent | $70 |
| Duplicate certificate of operation | $25 (a copy can also be printed free from TDLR's boiler portal) |
| Inspection: heating boiler with an inspection opening | $70 |
| Inspection: heating boiler without an inspection opening | $40 |
| Inspection: any boiler other than a heating boiler | $70 |
| Boiler installation report filing | $25 |
| Temporary boiler operating permit | $50 |
| Inspection interval extension request | $100 |
| Variance request | $50 |
| Special inspection or non-standard boiler review | $1,700, paid before it is scheduled |
The installation report fee is the owner's, not the installer's, unless the two agree otherwise.
Late inspection fees
If a boiler is inspected after its certificate of operation has expired, a fee accrues for every day it is late:
| Days after the certificate expired | Late fee |
|---|---|
| Days 1 to 30 | $25 per day |
| Days 31 to 60 | $50 per day |
| Day 61 onwards | $100 per day, for every day of continued non-compliance |
TDLR announced that these fees would be charged from 15 June 2026, as part of system changes to track overdue inspections. They apply to boilers whose certificates expire on or after 1 December 2025.
What that adds up to
| Inspection done… | Late fees |
|---|---|
| 10 days late | $250 |
| 30 days late | $750 |
| 45 days late | $1,500 |
| 60 days late | $2,250 |
| 90 days late | $5,250 |
Our arithmetic from the fee schedule above, before the regular inspection and certificate fees.
Who pays: the owner, the agency, or both
Under 16 TAC §65.61 the late fee can be assessed on the owner or operator whose boiler was not inspected in time, and on the authorized inspection agency responsible for the boiler if the certificate expired on its watch. An agency that was refused access is not liable for its share, as long as the refusal is documented on the inspection report. If a boiler goes more than 90 days past due, TDLR may also assign an alternate inspector.
Paying, and getting the certificate
- Invoices are paid through TDLR's boiler portal, tdlr.joportal.com, after registering and signing in.
- TDLR does not print a certificate until every fee on the boiler is paid.
- Failing to pay inspection or certificate fees is itself a Class A violation in TDLR's boiler sanctions schedule, with a first-offence range of $500 to $3,000.
