New Boiler in Texas: The Installation Report and First Inspection
A new boiler in Texas cannot be fired until it has been inspected, and the paperwork has a 30-day clock. What the boiler has to be, what has to be filed, who pays, and what it costs to skip a step.

Before it is installed: what the boiler must be
Under 16 TAC §65.200 a boiler installed in Texas must be:
- Built, inspected and stamped to the ASME Code section that applies to it.
- Registered with the National Board of Boiler and Pressure Vessel Inspectors. Cast iron and cast aluminium sectional boilers are the exception.
- Installed to the latest revision of the applicable requirements. This applies to reinstalled boilers too.
The order of events
- Install the boiler. Do not test-fire or operate it yet.
- File the Boiler Installation Report within 30 days. It is Part I of TDLR form BLR213N. Do not send payment with it.
- Get the initial inspection. The boiler must be inspected internally and externally before it is test-fired or put into operation.
- Pay the invoice. TDLR generates a $25 invoice for the installation report after the initial inspection. The owner pays it, not the installer, unless they agreed otherwise.
- Receive the certificate of operation. $70. The boiler gets its Texas number, "TX" followed by six digits, shown on a red sticker or stamped plate.
Need to run it before the inspection? That requires an approved temporary boiler operating permit, Part II of the same form.
Where to send it

- Mail: Texas Department of Licensing and Regulation, Attn: Boiler Program, PO Box 12157, Austin, TX 78711.
The current form is on TDLR's boiler forms page.
